Indeed. This is a really bad bill. It does the whole "baby with the bathwater" thing.
I was actually going to post about how I don't think it will pass (I still don't think it will), but then I came across this:

That could be a problem. In the narrow sense, it seems OK, but it relies on the good will of congress, it seems to me, and congress has a tendency to, well, not always be a place of good will.
